This is backwards. The debt is logically an effect of how heavily Americans are taxed, which means the only way to bring the debt down would be to paradoxically reduce the inflow of dollars. The latter of course won't happen, and it won't because it's accepted wisdom among experts and politicians that the debt fix is more tax revenue and spending cuts that will most certainly increase Treasury's ability to borrow.
