He has not escaped an active extradition warrant. The Tate brother's extradition to the UK to face charges of rape, human trafficking, actual bodily harm and controlling prostitution remains active, to go into effect after the Romanian case concludes. Andrew has repeatedly lied about his Romanian case being over or dismissed. This is not the case. He still is facing charges there including rape, human trafficking, sex acts with a minor and trafficking minors. Hence why he has not been extradited to the UK. As for why he is allowed to travel in the meantime. The answer to that is a combination of the Romanian legal system doing what it does, and the Trump administration, particularly @RichardGrenell.
