Senate Bill 1083 amends Title 33. HOAs can't prohibit lighted emergency address devices. They can apply reasonable restrictions, but the prevailing homeowner gets attorney's fees if an HOA enforces a ban. Unanimous Senate. Now in the House.

I walked into the Arizona State Capitol with a bill nobody asked me to write. It's about house numbers. Specifically: HOAs not being allowed to ban illuminated emergency house numbers. Three months later it passed the AZ Senate 29-0-1.

2. Bipartisanship is alive on safety issues. SB1083 passed the Senate 29-0-1. That kind of vote doesn't happen on partisan bills. Public safety still has cross-aisle weight. 3. Showing up matters more than polish.
