Shri Piyush Goyal, Secretary, Ministry of Mines, in his concluding remarks, emphasized that DMF projects should be implemented with a strong focus on the needs and concerns of local communities. He highlighted the importance of aligning efforts with NITI Aayog’s model district approach to ensure structured and impactful development in mining-affected areas. He further stated that the Centre, States, and Districts must work together to ensure transparent and efficient utilization of DMF funds, focusing on schemes that bring real and positive change in people’s lives. He underlined that the ultimate aim is to strengthen mining-affected communities through better governance, accountability, and outcome-driven implementation. #NationalDMFSummit2026

Day 2 | National DMF Summit 2026 – Session IV Session IV focused on Model Districts & Performance Ranking, with presentations by Rajasthan and Andhra Pradesh highlighting approaches to drive excellence in DMF implementation. Ms. Rashmi Rani, CEO, ZP, Jaisalmer, and Smt. Jyoti Mehta, Additional Director, Mines & Geology (Rajasthan), along with Shri W.B. Chandrasekhar, Director, Mines & Geology (Andhra Pradesh), shared insights on identifying model districts and developing structured plans that can serve as benchmarks for replication across other DMF regions. The session emphasized the need to institute a performance-based ranking framework for DMF districts to encourage healthy competition and continuous improvement. Discussions underlined how such frameworks can help standardize best practices, promote accountability, and enhance overall outcomes in mining-affected areas. #NationalDMFSummit2026

Addressed the concluding session of the National District Mineral Foundation (DMF) Summit 2026 in New Delhi today. Emphasised the need for collective efforts to address people’s concerns and to develop innovative, practical solutions that meet their needs. Was glad to share that NITI Aayog, BiSAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics), and States are working together in the true spirit of cooperative federalism to strengthen DMFs. Stressed that, in line with Hon’ble Prime Minister Shri @narendramodi’s vision, our mineral wealth must drive inclusive and long-term development, guided by the mantra of ‘Reform, Perform, Transform’. Underscored the importance of integrating digital innovations into DMF operations, including optimal use of platforms like the DMF Portal 2.0. Day 2 | National DMF Summit 2026 – Session III Session III focused on Fund Release and Transparency, with presentations by states highlighting practical approaches to improve efficiency in DMF fund utilization. Shri Yogesh B. Nirgude, Collector, Dahod (Gujarat), and Shri P. Dayanand, Secretary, Mines (Chhattisgarh), shared their state experiences, emphasizing mechanisms to ensure the timely release of funds and reduce administrative delays. The session also stressed strengthening governance and transparency through social audits, C&AG audits, and public disclosure of DMF fund utilization. Discussions highlighted the need for regular meetings of governing councils and state-level monitoring committees, along with greater community participation, to ensure accountability and effective implementation on the ground. #NationalDMFSummit2026

Day 2 | National DMF Summit 2026 – Session II Session II featured a presentation on DMF Portal 2.0 by Shri Khalid Mohammed, Additional Director, BiSAG-N, highlighting its enhanced functionalities for real-time monitoring, improved transparency, and better fund utilization. This was followed by state presentations where Shri Kulkarni Ashutosh C, District Collector, Rayagada (Odisha), and Shri Lokesh Barange, SDO, Dhanbad (Jharkhand), shared on-ground experiences, best practices, and key recommendations to strengthen implementation. The session also focused on baseline surveys and impact assessment frameworks to drive data-based decision-making. Shri Pradyumna K. Mahakud, Additional Secretary, Planning & Convergence Department, Odisha, highlighted the importance of assessing saturation across the 11 high-priority sectors under PMKKKY in mining-affected areas, enabling more targeted and effective interventions. #NationalDMFSummit2026


Shri Rohit Kumar, IAS, Additional Secretary, NITI Aayog, along with Shri Anishant Panda, IAS; Shri Jayant Nahata, IAS; Shri Gaurav Benal, IAS; and Smt. Poonam Kujur, Additional Collector, Koderma, Jharkhand, shared key insights and best practices from their respective states. Maharashtra and Chhattisgarh highlighted alignment of DMF projects with the Aspirational District Programme and a saturation-based approach for flagship schemes, including support for PM Surya Ghar: Muft Bijli Yojana. Madhya Pradesh and Jharkhand focused on convergence with Central and State schemes to maximise impact and effective utilisation of savings for holistic district development. #NationalDMFSummit2026

Kishan Reddy, Hon’ble Union Minister for Coal & Mines, in his address at the National District Mineral Foundation (DMF) Summit 2026, highlighted the vision of Viksit Bharat 2047 under the leadership of Prime Minister Narendra Modi. He emphasised that the District Mineral Foundation (DMF) is playing a pivotal role in transforming mining-affected regions by ensuring inclusive development, improving infrastructure, and enhancing the quality of life of local communities. He further stated that the vision of a developed India remains incomplete without securing critical minerals, which are essential for the country’s growth and technological advancement. Highlighting the government’s proactive approach, he noted that continuous auction of mineral blocks is being undertaken to unlock the nation’s resource potential and ensure that these resources contribute effectively to the country’s development journey. #NationalDMFSummit2026
