Under UNCLOS, ships have the right of transit passage through the Strait of Hormuz for free. Iran is in breach.

The Strait is territorial waters of Iran/Oman & UN Law of the Seas permits a country to charge a toll for commercial waterways in their territory as long as they provide a service.
