With profound humility, deep gratitude, and an unwavering sense of responsibility, I present to you a concise account of our collective strides over the past 5 months (150 days) in office. On the 25th of September 2026, at the historic AGM in Katsina, the “Katsinan Dikko Team” was entrusted with the stewardship of the 2025/2026 NARD Secretariat. That moment was more than an electoral victory, it was a solemn mandate. Nineteen critical demands; a 30-day ultimatum; a resolute call to action that ultimately birthed TICS 1.0. Today, we reflect with both sobriety and optimism—sobriety because of the realities confronting doctors nationwide, and optimism because together, we have transformed agitation into measurable achievement. Through intense negotiations, policy engagements, and institutional resistance, your solidarity strengthened our resolve. Your unity amplified our voice. And because you stood firm, we have recorded tangible milestones on the very demands that defined our mandate. 🗣️PROGRESS ON THE 19 DEMANDS (TICS 1.0) 1. FTH Lokoja 5+2: After sustained engagement and firm advocacy, the affected doctors have been fully reinstated into the services of FTH Lokoja, with some already issued their resumption letters. 2. 2024 Accoutrement Allowance & 25%/35% CONMESS Arrears: Payments have been effected nationwide, with only a few omitted cases currently being resolved in collaboration with IPPIS to ensure full payment of all outstanding in the next few weeks. 3. Corrected Professional Allowances (PAT): The table was released, and full implementation has commenced with the February salary. Efforts are ongoing to secure the 18-month arrears within the 2026 budget framework, with strong advocacy for immediate disbursement upon approval. 4. Unpaid Promotion/Salary Arrears: Comprehensive lists have been compiled and transmitted by the FMoH & SW to the relevant financial authorities. We are currently awaiting a structured payment plan from the Honourable Minister of Finance. 5. House Officers exclusion from Civil Service Scheme: Although classified as an establishment matter requiring National Council on Health review, we secured firm agreement that House Officers will enjoy full benefits under CONMESS. We continue to pursue resolution of salary delays, arrears, and pay advisory issuance. 6. Excessive Work Hours regulation & Casualisation of doctors: A Taskforce Committee duly represented by NARD has been inaugurated to develop enforceable national guidelines addressing these longstanding concerns. 7. Re-categorization of West African College Certificates & non issuance of certificates post part I by NPMCN: A Special Committee has been constituted with NARD representation to deliver sustainable solutions to certification and recognition challenges. 8. Entry-Level Downgrading/skipping, bottle neck in upgrade, & re-introduction of Specialist Allowance: These issues have been squarely addressed, restoring fairness and professional dignity in career progression. 9. Collective Bargaining Agreement (CBA): Negotiations are set to resume within the next two weeks, and we remain committed to securing a favourable conclusion.

It simply says he walked through. Let me tell you this: now is not the time to figure out why you’re going through the valley. Just trust God and keep walking.
