Pourtant, son influence y existe bien, par le biais de financements indirects récemment accordés à des structures locales engagées sur les questions de genre, d’immigration, de droits LGBT, de réfugiés, de liberté d’expression et de « démocratie ». Le principal canal identifié est le JANIC Global共生ファンド, créé en 2019 par JANIC (NGO Center Japan) grâce à un financement d’OSF. En 2020, ce fonds représentait environ 40 millions de yens et a permis de soutenir 15 organisations japonaises. Les aides pouvaient aller jusqu’à environ 4 millions de yens par projet. Parmi les bénéficiaires figuraient notamment : Asia-Japan Women’s Resource Center pour l’égalité femmes-hommes, PARC pour l’éducation civique et la justice globale, Single Mothers Forum pour les mères isolées, LGBT法連合会 pour une loi anti-discrimination fondée sur l’orientation sexuelle et l’identité de genre, Marriage For All Japan pour le mariage entre personnes de même sexe, PAPS contre l’exploitation sexuelle, et Refugee Forum Japan pour les droits des réfugiés et migrants. À cela s’ajoute un autre financement OSF identifié pour 2023-2025, à hauteur de 200 000 dollars, destiné au soutien général de la société civile japonaise dans le champ des « droits humains et du genre ». Le problème est que la transparence reste limitée. Les montants exacts versés à chaque organisation ne sont généralement pas publics, et OSF ne publie pas systématiquement un détail complet de ses financements par pays. (Peut-être que les Japonais pourraient eux-mêmes enquêter sur ces officines de Soros) En tout état de cause, même sans implantation officielle au Japon, OSF a bel et bien commencé à structurer et financer un réseau associatif japonais engagé sur des causes progressistes clés : genre, LGBT, immigration, réfugiés et réforme sociétale visant à détruire la structure traditionnelle du Japon.
