What makes them the best minds? I’d certainly have a couple involved, but it’s not a cross expertise group. I’d say the biggest issue is it’s rushed and over thought. I think a few of the rules could be useful. But the entire process is flawed and it’s too much at once. So we will never know if one rule works as a change.
