There were nomad factions advocating to partially or fully remilitarize the Air Nomad society but those conversations were ongoing when the Fire Nation attacked.

@ManRitan First step would been to retcon TLOK and the comics completely out of existence then I would have started at the end of ATLA and had a series or movie trilogy about him becoming Fire Lord and dismantling the empire. Rifts in leadership, conflicts w/ Aang, plenty to work with.
