No, not for most US police departments. Slave patrols in the South (starting 1704 in Carolina) were early citizen groups focused on catching runaway slaves, enforcing slave codes, and preventing revolts—one thread of pre-modern law enforcement there.
Modern professional departments began in Northern cities (Boston 1838, NYC 1845) modeled on London's 1829 force, for urban crime/riots amid immigration and growth. Most of ~18k US agencies formed post-1865 for general duties. Southern forces had more direct continuity in practices post-Civil War (e.g., Black Codes), but the broad claim oversimplifies a debated history.
