📢 How does a Cost–Benefit Framework actually work in real life?
To find out, we developed three case studies based on pilot implementations in Austria, Estonia, and Israel 🇦🇹🇪🇪🇮🇱.
Each case applies the framework in its own context, showing how it can support transparent, evidence-informed decisions on teacher training.
🔍 Spotlight: Austria – SCHILFplus
SCHILFplus is a school-based professional development model tailored to each school’s specific needs.
Our analysis shows that when SCHILFplus is:
✔ integrated into school development planning
✔ supported by follow-up activities
➡️ it can deliver strong pedagogical value relative to its cost.
💡 Why it matters:
Many of the programme’s costs are fixed or one-time, meaning it has potential for wider use. At the same time, its success depends heavily on alignment with each school’s context.
⚖️ So the goal isn’t just scaling, it’s ensuring value, relevance, and feasibility where it’s implemented.
