@ThorningMichael @Fritschner One does not need to be a citizen to have a House voting card. Delegate Radewagen (American Samoa) is a U.S. national, not a citizen, but does have a voting card to vote in Committee of the Whole. Part of the quirk of American Samoa's political status. @ThorningMichael

@Fritschner Does a member ID actually constitute proof of citizenship? Like obviously one has to be a citizen to be a representative, but at any point during onboarding, does the House actually receive proof of citizenship from members elect? (I can't believe I'm asking)

@ringwiss Under current rules, the delegate or resident commissioner can offer that motion, or cosponsor any legislation. See bottom of page 1, here: crsreports.congress.gov/product/pdf/R/… and see page 7, here: crsreports.congress.gov/product/pdf/R/…. They may not vote on the motion.

Something to keep in mind when it comes to the whip count: as I read this, a delegate or resident commissioner who is a member of the majority party could offer the resolution or count as one of the eight cosponsors.
