@empika Yes, there is a big difference. The difference is in the preparedness. The reason cited for the Seoul incident (as I’m sure you know) was lack of preparedness. This is solvable. They just have to work toward it rather than against it.

@empika To me, I would start questioning why Halloween is becoming popular, why people are attracted to the idea, why they’re going to Shibuya. What about Halloween is attractive to a social culture in Tokyo? Is there any reason young people might want to let loose to this degree?
