@CityLab Great things happening in Hawaii! Oregon finds ourselves in a somewhat similar position. State of emergency, annual unit production targets, and historic investments in housing subsidy - yes. But also massive, comprehensive overhauls to a 50-year old land use and planning process

@andersem Developing a set of permit-ready, pre-approved housing plans is one of those "off-the-shelf efficiency measures" we plan to create thanks to HB 2001. In addition to being a resource, those plans are a tool in the toolbox when accountability conversations with cities get serious.

@andersem @doctormaxine @AndrewDamitio key concerns I see in #OHNA #HB2001 so far: goals are mostly not metric-ed or weighted, some may be not metric-able, & there seems wide discretionary & evasionary latitude on what might get localities to compliance. Where's clear path, default/model code, or #BuildersRemedy?

Progress is then measured against total new market/subsidized units (production) *and* a suite of equity indicators (affordability, choice, etc). Take a look at Sec. 5, 14, 28

Happening now: Governor Kotek is opening the inaugural Housing Production Advisory Committee meeting. This group will spend the next 10 months identifying and reviewing state regulations, policies, and practices that are barriers to housing production, affordability, and choice.

I believe Rep Pollet is quoting a study that I wrote, showing many units of affordable housing were 'lost' in KC... and is totally missing why. They weren't bulldozed for development, they just became unaffordable due to LACK of development
