Ethereum developers shoudl scale the L1. We tried it with L2s and it was a nice experiment but time to move on. It just didn’t work out..

Why do L2s need a token? To update an L1, you can fork. But you can’t fork an L2 without forking the L1. So you have three choices: (1) No upgrades. This would mean death for the network in the long run. We’re so early and have so many technical innovations still in store. If Arbitrum was stuck in 2021 and couldn’t evolve, it would be surpassed by others. Also it would preclude the ability to fix bugs. (2) Enshrine the rollup. In other words have the L1 fork whenever you want to update the L2. In a world with so many L2s building on Ethereum this is not tenable. No way to do this while (a) supporting the 100s of L2s currently on Ethereum + more to come (b) being credibly neutral and allowing different teams to experiment with different L2 designs. (3) Give someone the upgrade keys. Who is that someone? You don’t want it to be centralized in the hands of an individual or company. You want it to be distributed. A token achieves this
