Suspect who stole a gun from Fleet Farm was fatally shot by an Oshkosh Police Officer Oshkosh, WI - Robert Lapp was shot and killed by an Oshkosh Police Officer after stealing a gun from a Fleet Farm. After responding to calls of a “theft of a firearm,” the officer made contact with the man in the parking lot. According to bodycam footage released by the Wisconsin DOJ, Lapp refused the officer’s commands to keep his hands visible and leave the stolen gun in his waistline. Lapp kept advancing towards him, and then the video appeared to show him reaching for his waist and grabbing what looked like the stolen weapon. The officer proceeded to shoot Lapp, who died at a hospital afterward. Footage also showed Lapp sneaking behind the weapons counter at Fleet Farm. Winnebago County DA Eric Sparr determined there will be no criminal charges for the officer involved.
