Turkey has submitted a new project proposal to Baghdad that envisions extending the Kirkuk pipeline all the way to Basra, targeting a massive capacity of 1.5 million bpd. Notably, this proposal makes no mention of the Kurdistan Region’s existing pipeline infrastructure.

Due to disagreements over the budget law, the US government has shut down all non-essential operations. However, in Kurdistan, we haven't had a budget law for 11 years, and it's considered very normal. Billions of dollars have been collected and spent. .

@wrodgers2 Since 2014, the Kurdistan Region has had no approved budget law, and there has been no transparency about the sources of revenue or the way contracts have been signed. Most of the companies involved are linked to the ruling parties.

Roads are a public good, but there is no accounting about where this money came from (oil smuggling most likely) and how construction contracts were allocated (partisan influence most likely). This is critical information that is deeply relevant to governance in Kurdistan.

DNO, a Norwegian company holding 75% of the shares in Tawke and Peshkhapur fields,and Genel Energy, a Turkish company holding 25%, have not joined the KRG-Baghdad oil export agreement. Their stated reason is the lack of clarity on how their accumulated debts will be repaid.
