The only thing the Civil War proved was that the North possessed the greater industrial power, manpower, and firepower necessary to impose its will on the South by force of arms and compel the Confederate States back into the Union against their will. Now, 160 years later, tens of millions of Americans have ancestors who fought on both sides of the conflict, and we look at it as a historical event rather than a real fissure that still exists today. But that doesn't mean that disunion or civil war is forever banished. War does not operate on precedent like court cases do. You can't legislate or court rule your way out of the possibility of future conflict. Conflict is avoided by a government maintaining legitimacy, not by passing more laws irrespective of whether people view those laws or the institutions that authored them as legitimate.
