i think this is a smart move but not as altruistic as it reads. africa's AI market is going from $4.5B in 2025 to $16.5B by 2030 — 27% annual growth. the continent holds 1.4 billion people but only 1.3% of global data storage capacity. whoever provides the AI infrastructure first essentially controls the data pipeline for an entire continent. anthropic isn't the first here. microsoft has already committed billions across south africa and kenya. google launched its first african cloud region in johannesburg. huawei is building an R&D centre in angola by 2027. this is a land grab and anthropic just planted its flag through rwanda. why rwanda specifically? because it's one of only four african countries scoring above 50% on AI government readiness. it already has babylon AI deploying healthcare chatbots in rural areas. it leapfrogged landlines for mobile banking. the infrastructure-skipping playbook is proven there. but here's the thing nobody talks about — most of africa's data is stored outside the continent, controlled by foreign tech companies. these MOUs give AI labs access to sovereign health and education data in exchange for "free" services. the economics of this aren't charity. it's acquiring the one thing money can't easily buy later — domain-specific training data from markets nobody else has touched. good for rwanda if the terms protect their data sovereignty. but history says they usually don't.

in #jamaica there are at-risk children and at-risk communities. post hurricane Melissa, we can add at-risk buildings, some are residential while others are government buildings, churches and schools. Some of the churches that were destroyed are protected by the national heritage trust act but those protections will need to be revisited.
