The Arbitrum Security Council has taken emergency action to freeze the 30,766 ETH being held in the address on Arbitrum One that is connected to the KelpDAO exploit. The Security Council acted with input from law enforcement as to the exploiter’s identity, and, at all times, weighed its commitment to the security and integrity of the Arbitrum community without impacting any Arbitrum users or applications. After significant technical diligence and deliberation, the Security Council identified and executed a technical approach to move funds to safety without affecting any other chain state or Arbitrum users. As of April 20 11:26pm ET the funds have been successfully transferred to an intermediary frozen wallet. They are no longer accessible to the address that originally held the funds, and can only be moved by further action by Arbitrum governance, which will be coordinated with relevant parties.

BREAKING: Multiple Emirates aircraft just aborted final approach into Dubai International Airport. Flightradar24 shows planes circling in holding patterns or diverting. Smoke is rising near Terminal 3, in the vicinity of Gate C18, from what reports describe as debris from intercepted Iranian projectiles or a possible fresh strike. No official statement from Emirates or Dubai Airports yet. The incident is less than an hour old. Here is what it means. Dubai International was the world’s busiest airport for international passengers before this war. It handled 92 million travellers in 2024. It is the hub through which Emirates connects six continents. All scheduled flights were suspended on March 1 after interceptor debris struck the airport and the Burj Al Arab on the same night. Limited operations resumed days later at roughly 25 percent of normal capacity, approximately 106 flights per day against a pre-war average above 400. EASA extended its risk warning for the entire Gulf airspace through March 11. Today, on the first full day those limited operations were supposed to stabilize, pilots are aborting landings because they can see smoke on the runway. The problem is not this incident. The problem is that every pilot approaching DXB must now calculate whether the airfield will still be clear of debris by the time their wheels touch. That calculation resolves only when the war ends or when no debris falls within the airport perimeter. Neither condition is met. Dubai built its economic model on being the place between everywhere. The airport is the physical infrastructure of that model. Twenty percent of GDP flows through aviation and tourism. The free zones, the financial center, the logistics hub, the gold souk, all depend on planes landing at DXB multiple times per hour, every day. The gold is stranded in vaults because flights are grounded. LNG cargoes are rerouting because the Gulf is a combat zone. Private jet charters sell at $350,000 because commercial capacity is at a quarter. And now the limited flights that were supposed to signal recovery are circling overhead because the sky above the runway contains the remnants of last night’s interceptions. This is not a temporary disruption. This is a structural exposure embedded in the hub model but never priced because the assumption underlying every investment in Dubai was that the Gulf would never become a theater of sustained military operations between major powers. That assumption held for decades. It broke on February 28. Five days ago I wrote about gold being sold at a $30 discount in Dubai because it could not get on a plane. Today the planes that were supposed to carry it out are circling overhead, unable to land. The hub that connected the world is now the hub the world cannot reach. And every Emirates aircraft in a holding pattern over the Arabian Sea is tracing the outline of a business model that assumed peace in a region that no longer has any. open.substack.com/pub/shanakaans…
