Sorry for the essay, only realized after I kept typing and typing how long this turned out.
I disagree. First and foremost, when we talk about budgets, let’s at least agree to contextualize this conversation. Arteta has spent less than City, Chelsea, Spurs, United and only more than Liverpool during his time. Look at the state of their clubs now. They may have won trophies ever since Arteta took over, but they have lacked direction, clarity in their identities as clubs, and consistency. Some of the aforementioned clubs even flirted with relegation whilst others languished comfortably in mid-table. Liverpool themselves have been inconsistent in the league after winning major honors.
Arsene Wenger is Arsenal’s greatest ever manager, and I know I joked before that if Arteta won a PL he would be better than Wenger, but that’s a joke. Comparing Arteta to him for example would be unfair to both. And disrespectful & ungrateful to Wenger. I agree, if he Wenger had the same amount of financial freedoms as Arteta has had, of course he could even win us a CL with undoubtedly (in my mind at least) several title challenges, if not win more Premier Leagues. But that’s Wenger, one of the greatest managers ever, whilst Arteta’s first job is this massive club.
To address the top 5 argument you made, the other Arsenal managers won league titles, some cups along the way and you have to respect that. But the impact Arteta has had on the club and the revival of this club on and off the pitch can arguably be as difficult as winning trophies. Clubs stumble upon trophies all the time, cups mean nothing on actual progress & consistency, for example. I know they can be a kickstarter for squads to go on and dominate but they must be great squads or at least squads with massive collective potential; players, coaching staff and manager alike.
To resuscitate the connection between the fans and the club is an incredible achievement in and of itself. I started supporting the club back in 2006 after we lost the Champions League final so I’ve seen a few squads come and go, but I’ve never loved a squad more than this one. His recruitment not just based on talent but also character and the personalities of players is honestly brilliant. This group live by the principles of the club and the other important ones Arteta has introduced. More often than not, they work hard, win their duels, and carry themselves well on and off the pitch. Doing that is not easy.
He’s changed this club in even more ways but I don’t wanna go on forever. I personally will be forever grateful to him even without the major trophies.
