There is no such thing as a "supreme constitution". A constitution can be interpreted in many different ways, and someone has to be empowered to do it. The South African Constitution says that property can only be expropriated when it's in the national interest, and that equality has to be pursued, and that non-racialism is a constitutional principle, and that everyone has the right to access to housing. Claims like these can mean many different things, depending on interpretation. That is why scholars still debate whether the Constitution is a liberal or a progressive document. It can be either, depending on interpretation. The one empowered to interpret the constitution has more power than the constitution itself.
