The ACLU has stated plainly that AI and machine learning now enable the government to track and categorize people at a scale that was previously impossible. The surveillance architecture Hoover fantasized about and couldn't build now runs autonomously on cloud infrastructure. On September 25, 2025, Trump signed National Security Presidential Memorandum-7 and gave that infrastructure a targeting directive. The Brennan Center analyzed the memo and pulled the ideological target list embedded in the document. Their conclusion: the language is broad enough to sweep in libertarians. The memo's actual terms, anti-capitalism, anti-Christianity, hostility toward traditional American views on family, religion, and morality, capture core libertarian doctrine by definition. AG Pam Bondi followed days later with a directive to all federal prosecutors listing 20+ applicable statutes, RICO and material support for terrorism among them. Now understand what that means when the AI is already running. NSPM-7 tasks the IRS and Treasury's Office of Terrorism and Financial Intelligence with tracing funding streams of designated organizations. The JTTFs are directed to investigate individual donors, officers, and employees of any group deemed to "aid and abet" a target.
