Physically gently Place your sons foot to the side of the cars floor by the door. Tell him to imagine his foot is stuck there by cement.

I’m not aware of any laws that PROHIBIT it, however it is incredibly unsafe. The danger is that in a threshold/emergency braking situation the driver will apply both pedals inadvertently. I’m sure @SafeDriver could add more to this!
