According to a report from Insider Gaming, GTA VI went through three different storylines before Rockstar settled on the final version starring Jason and Lucia. It's worth noting that this information has not been officially confirmed by Rockstar, so it should be treated as a rumor. First story (until late 2016):
A detective-focused crime thriller featuring three protagonists. Take-Two reportedly rejected it for being "too dark" and because it didn't meet the company's expectations. Second story:
The plot followed a female police officer and the right-hand man of a drug smuggler, a character described as being as unpredictable as Trevor from GTA V. After roughly 18 months of development, Take-Two scrapped the project and ordered another reboot. The report doesn't mention a specific reason beyond the publisher deciding to move in a different direction. Third story (canceled in March 2019):
This version was similar to the previous one, but the police officer was replaced by an African-American ex-soldier who had recently been released from prison and became involved in the criminal underworld. This version was also canceled during another reboot of the project. Following these reboots, Rockstar reportedly moved forward with the Jason and Lucia storyline that will appear in GTA VI.
