Recto’s Promotion Exposes Malacañang’s Hand in Fund Transfers
Time and again, I have called for the resignation of Finance Secretary Ralph Recto and DBM Secretary Amenah Pangandaman due to their incompetence, lack of moral leadership, and integrity issues. Today, both are out—and this is a vindication of the people’s demand for accountability.
But Recto’s promotion to Executive Secretary, the so‑called “Little President,” is not a reward for failure. It is a clear signal that President Marcos himself, as CEO of this administration, directed Recto to carry out the controversial fund transfers.
This reshuffle confirms that the chain of command leads directly to Malacañang.
The Filipino people deserve transparency, not political maneuvering. Leadership must be held accountable for decisions that compromise the nation’s future.
Public office is a sacred trust, and when leaders fail in competence, integrity, and moral responsibility, the people will demand change—and change will come.

My Response to the President’s Announcement on PhilHealth Funds
This morning’s announcement by President Ferdinand Marcos Jr.—that the ₱60 billion in PhilHealth’s excess funds will be returned from the National Treasury—is a welcome development. It affirms what many of us have been fighting for: that health funds earmarked by law must serve their rightful purpose.
But let us be clear: this is not yet resolution. The Supreme Court has yet to decide on the constitutionality of the fund transfer. The rule of law must still speak.
While the return of funds is a step forward, it also raises deeper questions. Who authorized the transfer in the first place? Why were funds meant for Universal Health Care diverted to unprogrammed appropriations? And why did key officials—including members of the PhilHealth Board and cabinet secretaries—allow it?
There must be accountability. Good governance is not just about correcting mistakes—it’s about ensuring they don’t happen again.
This moment also calls for more than restoration. PhilHealth’s budget must be increased this year to meet the goals of the UHC law: reduce out-of-pocket expenses, raise case rates, and ensure zero balance billing for every Filipino patient. We cannot fulfill the promise of Universal Health Care with half-measures and delayed action.
This is a face-saving measure, yes—but it can also be a turning point. If we choose integrity, transparency, and justice, we can rebuild trust in our institutions.
Let’s stay vigilant. Let’s stay hopeful. And let’s keep fighting—not for ourselves, but for the health and dignity of every Filipino.
