Jose Maria Enriquez Negreira was a former referee who officiated matches in Laliga and some European matches from the 1979 season to 1992. He then held the position of vice President of Spain’s Referees Committee (CTA) from 1994–2018. What is CTA? Technical Committee of Referees is the body responsible for designating matches or promoting referees, assistant referees, match delegates etc. So vice president of CTA have all the power to rate referees and promote or demote them based on how they want. What happened? For nearly two decades, FC Barcelona paid companies owned by Negreira and his son over €8 million. The proof of payments are so solid that both Negreira or Barca never denied the fact about payments. More details: In 2018, when the club stopped paying, Negreira sent a burofax (Spain’s registered legal letter) threatening to expose irregularities. He warned he would cause “a scandal” by revealing everything he had witnessed first-hand unless payments resumed.
