That's exactly my point, that's not primarily how the avatar state works, and Avatar itself has shown us that.

The prolonged Avatar state is entirely more unstable and dangerous since being stuck in it you have little control over your own being, hence why Aang and Korra have to be "snapped back to reality"
So even if her eyes aren't glowing, being in that honed in state where her power is the most dominate, that is s t i l l the avatar state.
