It has been protected by Russian peacekeepers for about three decades—going all the way back to the dissolution of the USSR. Despite what Western officialdom says, the dissolution was by no means peaceful or harmless, and its echoes are still heard today. The EU has been increasingly courting Moldova, to the point of supporting its significant crackdown on the opposition, to keep the puppet leader Maia Sandu in power, with the ultimate goal of accepting Moldova into the EU—and beyond. Its proximity to Ukraine and the growing militarization of the entire region is also a significant factor. That said, the rules for obtaining Russian citizenship for Transnistrians require FIVE years of residence IN Russia, along with the Russian language, and knowledge of the culture and laws. The results of this initiative, and how the hostile EU leadership interprets them, remain to be seen.
