All of these plans to fix tanking and none of them address the real problem, Adam Silver is a weak leader and the owners and teams do not fear or respect him. He's not a good commissioner and never really has been.
All of the fixes are band-aids that will fall off. I know it sounds simple but he should be able to call teams and say "stop it," but he won't and they wouldn't care if he did.
