@gregvanelsen not exactly. ETS funds like the innovation fund would be plugged into the budget but sit outside the headroom if that makes sense? See below. increased spending will have to come from more taxpayers' money or EU taxes

Ik geef het niet graag toe, maar De Afspraak vandaag was weer interessant. Een ondernemer die veel werk verschaft (Duchatelet) die keer op keer de theoretische nonsens van een groene politica (Matthieu) mag ontkrachten. Eindelijk eens een praktijkexpert ipv media-expert.

received already a lot of public support + got credible commitments for more 'enabling' conditions. This fits in a coordinated effort of steelmakers threatening with a capital strike to get even looser conditions for more support. Civil society scrutiny will be crucial.
