A new coalition on aviation solidarity levies for premium flyers has been launched at #FFD4 by France, Kenya, Barbados, Spain, Somalia, Benin, Sierra Leone, and Antigua & Barbuda, with support from the @EU_Commission and the Global Solidarity Levies Task Force under the Pact for Prosperity, People and the Planet (4P).
Solidarity levies on polluting industries offer a fair and politically viable way to close the climate finance gap. Aviation, responsible for over 4% of global CO₂ emissions, benefits from low kerosene taxes—€9 per ton of CO₂ compared to €79 for diesel.
As co-chair of the @gsltaskforce with France and Barbados, Kenya is spearheading efforts for international financial justice. We are committed to building a coalition that transforms calls for accountability into concrete, funded climate solutions, and invite all stakeholders to join this critical dialogue.

This morning at #Ff4D, I was honored to represent Kenya and deliver a keynote speech at the 2nd Brazil-Europe Climate Finance Dialogue.
As Co-chair @gsltaskforce alongside France and Barbados, Kenya is advancing innovative levies—such as progressive aviation and fossil-fuel taxes—to ensure industries and individuals pay in proportion to their carbon footprints. This effort is linked to the Baku-to-Belém Roadmap, which aims to mobilize $1.3 trillion annually by 2035 for climate action in developing countries.
Central to our approach is South-South cooperation and transparent, accountable revenue governance. With just five months to COP30, we must turn dialogue into action.

“In order to go further, we have to mobilise global solidarity levies... We need for those critical sectors that have benefited from globalisation to contribute more to financing.”
“I urge all possible countries to join this international framework — it is absolutely key.”

A new aviation solidarity coalition on premium flyers has been launched at #FFD4 by France, Kenya, Barbados, Spain, Somalia, Benin, Sierra Leone and Antigua & Barbuda.
