🔁 The EU Emissions Trading System (ETS) is the current compliance framework for reducing emissions in the EU. Integrating carbon removal into the framework is increasingly discussed. But is this the best approach?
If the EU were to allow carbon removal in the ETS, the EU should ensure climate impact, create transparent demand, foster sustainability, and manage mitigation deterrence. We propose a few ways it can do so. ⤵️

🚨 More #COP29 news | The European Parliament in Plenary just adopted a resolution, urging all parties present at COP29 to follow through with their Paris Agreement commitments, notably adopting “concrete targets and policies” to achieve these goals.
The MEPs:
🔸 Call on the European Commission to propose separate sub targets for gross emissions reductions, land-based removals, and technological removals as part of the #2040target.
🔸 Urge for the inclusion of these targets in the parties’ Nationally Determined Contributions (NDCs).
🔸 Insist on strict separation of permanent and temporary removals under Article 6 rules.

We strongly support the Parliament’s ambitious call. Separate targets would not only ensure #CarbonRemoval development does not hamper emissions reduction efforts, but also improve clarity and transparency of progress monitoring mechanisms.

📢 A call for supporting carbon removals in the next EU mandate
Carbon Gap is joined by 44 other organisations in writing to Climate Commissioner-designate Wopke Hoekstra ahead of his confirmation hearing in the European Parliament urging him to adopt a set of policies to support a sustainable scale-up of carbon dioxide removal (CDR) in the next EU mandate.
Here are our 4 key recommendations:
🎯 Set separate targets for emissions reductions and carbon removals in the revision of the Climate Law
📈 Boost CDR funding to scale up both early- and later-stage technologies
🔎 Provide clarity for buyers of CDR in the Green Claims Directive, strengthening the integrity of climate claims
📋 Create stable demand for carbon removals through a compliance market and long-term policy support
Carbon removals are vital for reaching net zero. With the new European Commission being formed, this is a pivotal moment to ensure carbon removals become a pillar in Europe’s fight against climate change.

Yesterday, EU Environment ministers recognised the growing role of carbon removal in Europe’s climate policy as they discussed the EU's climate ambition for 2040 and key rules for corporate climate claims.
Several ministers called for dedicated CDR targets in discussion of the 2040 climate target but the Council fell short of recognising the key role of removals in the Green Claims Directive, especially for compensating hard-to-abate fossil emissions.
