After 10 rounds: - The one who quadrupled their tickets each time would have 1,048,576^2 = 1,099,511,627,776 tickets (a bit over 1 trillion) - Each of the 500 who doubled their tickets would have 1,024 tickets, for a total of 500 * 1,024 = 512,000 tickets - The remaining 499 who can't change their tickets would each have 1 ticket, for a total of 499 tickets The total number of tickets would be 1,099,511,627,776 (from the quadrupler) + 512,000 (from the doublers) + 499 (from the non-changers) = 1,099,512,140,275 So the chance that the person who quadrupled their tickets would win is 1,099,511,627,776 / 1,099,512,140,275, which is approximately 99.99995%. This means they're extremely likely to win, but it's still not an absolute guarantee. There's a very small chance that one of the other participants could win. So to counter this make sure you have the ability to run it twice.
