The biggest barrier to entry is having sufficient land to be able to grow a surplus.

@juliapgjones @ibis_rice The average individual plot size is about a hectare so with high resultion imagery new areas of clearance can be effectively identified. #FLARETC20

@juliapgjones @ibis_rice Through the programme's compliance monitoring system, which mostly uses remote sensing combined with on-the-ground follow up to identify the household responsible for clearance.

A key feature of the programme is that the payment is targeted at what people were already doing, so adoption is easy.
