Meet Engr. Ikechukwu Monday, (MNSE, FNSE). He is the expert, the brain behind some of the wonders you see in Abia state. Here is the handle, go & follow him @hikemann. Monday is the Commissioner for Power & Public Utilities. We all know he won’t go back empty-handed. The reason is simple: “he was poached from General Electric as an engineer to head the Power & Public Utilities Ministry in Abia state.” A power & energy expert with vast experience in Gas & Steam Turbines. He is an Alumnus of the Federal University of Technology Yola & Roehampton Business School, London. Former roles include: Engineering Manager at Sulzer (Netherlands), Gas Turbine Specialist at GE (Africa & Middle East), Obajana Cement & Granite Services. He is driving electricity access, solar initiatives, mini-grids, transformer distribution & water scheme rehabilitation under Gov. Alex Otti. He is dedicated to powering businesses, lighting up Abia, & improving lives in the state. Alex Otti has simplified governance. If he succeeds in pulling the state away from the National Grid, Abia will become the first Nigerian state to achieve Energy Autonomy since independence. In fact, it would become the first to achieve Energy Security since 1914. He has made other sub-nationals look like jokes. He sent his commissioner for works to the Netherlands to negotiate the energy deal. He didn’t have to fly abroad himself. He is right there in Abia facing the business of governance No excuses, no sharing of rice. Just reliable electricity, infrastructure & industrialization 👏

Today, His Excellency, the Executive Governor of Abia State, Dr. Alex Chioma Otti (OFR) @alexottiofr signed the Abia State Regulations on Mini-Grids, a framework that sets a solid a foundation to unlock access to electricity for unserved and underserved communities in our dear state inline with the statewide energy development program of the government as clearly defined in our manifesto. Abia State becomes one of the first sub-national governments in Nigeria to formally establish a clear legal and institutional framework for mini-grid development.

ABIA STATE MINIGRID REGULATIONS: The Abia State Ministry of Power and Public Utilities has released the final draft of the state's Minigrid Regulations. The regulation is a result of the collaboration between Abia State Government through the Federal Government of Nigeria and International Solar Alliance.This regulatory framework is designed to improve access to affordable and sustainable electricity, particularly for underserved and unserved communities. The initiative aligns with mandate of Abia state government led by Dr. Alex Otti (OFR) to increase access to electricity, improve rural electrification, attract investment and create a reliable and sustainable energy ecosystem in the state. GOV. OTTI FLAGGED OFF ABA WATER SCHEME, LAUNCHED ABIA INTEGRATED WASH ACCELERATOR PROGRAM Wednesday, 16th of July, 2025, the Abia State Governor Dr. Alex Otti (OFR) @alexottiofr launched the Integrated Wash Accelerator Program (AIWAP), a program designed under the supervision of Ministry of Power and Public Utilities to return the Water, Sanitation and Hygiene (WASH) sectors back on track in the state. This program is In line with the mandate of the Abia State Government led by Governor Otti towards the realization of United Nations Sustainable Development Goal No.6 and Zero Open Defecation in Abia State. The programme will involve the construction, operation and maintenance of modern water and sanitation facilities powered by solar energy. These facilities are aimed at providing safe, readily available and sustainable water sanitation and hygiene services in the state that will support current and future development needs. The governor also flagged off the rehabilitation of the Aba Regional Water Scheme at CKC Aba, as part of (AIWAP) in fulfillment of one of his campaign promises of returning potable water to homes in Abia State. As a result of failed infrastructure, poor operations and maintenance, the water schemes require rehabilitation to restore their performance and sustainability. The state government awarded the contract to Vena Cava Limited for the revamp of the water scheme under the first phase of the project. In my speech as Commissioner for Power and Public Utilities reiterated the Governor’s determination to return pipe-borne water to homes in Abia state and his directives to the Ministry of Power and Public Utilities to ensure that the 3 key water schemes in Aba namely: Ogbor Hill, CKC and Ariaria including others in several locations in the state be revamped. In the first phase of the CKC Water Scheme Revamp, it is estimated that the project would take a period of six months for the water scheme to be able to produce treated water that meets World Health Organization standards. The second phase, would be the reticulation of water to Aba network which will involve the rehabilitation of the distribution and transmission water pipeline lines within Aba. Abia state is open to collaborating with development partners and stakeholders to achieve this objective.

Today, we formally commenced Phase 1 of the Aba Water Scheme Rehabilitation Project at St. Joseph College, Aba. The initiative serves as a critical component of our administration’s infrastructure renewal strategy, aimed at expanding access to safe, treated water across the region. It represents the launch of the Abia Integrated Water Supply, Sanitation, and Hygiene (WASH) Accelerated Programme—AIWAP developed to ensure every household is within walking distance of potable water. Before we arrived in Aba, we commissioned a 150kVA solar energy system complemented by a 430kWh battery storage installation at the Abia Specialist and Diagnostic Centre in Umuahia. This energy solution significantly reduces grid dependency, reinforcing our commitment to a reliable, sustainable, and uninterrupted healthcare delivery service powered by clean and renewable energy. Subsequently, we inaugurated the flagship AIWAP facility at Okigwe Park, a fully solar-powered, state-of-the-art infrastructure featuring modern sanitation units, washrooms, and clean water access points. By operationalising clean water and sanitation access, we are elevating public hygiene standards and achieving the eradication of open defecation across Abia State by 2030, in alignment with Sustainable Development Goal 6. AIWAP is being rolled out across nine additional locations, with more on the way. I extend my sincere appreciation to the Honourable Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, whose exemplary leadership and unwavering commitment have been instrumental in the successful execution of these milestone projects.

Press Release. NERC Approves Order for Abia to regulate it's Electricity Market. The Nigerian Electricity Regulatory Commission (NERC) has commenced the process of transferring the Regulatory Oversight of Electricity Market in Abia State to Abia State Electricity Regulatory Agency (ASERA) via Order - NERC/2025/058 in line with Electricity Act 2023 as amended with effect from June 25, 2025. The Nigerian Electricity Regulatory Commission NERC stated that Abia State has fully complied to the provisions of section 230 (2) of the Electricity Act 2023 and having dully notified the Commission and requested that the transfer of the Regulatory Oversight of the State Electricity Market to Abia State. By this transfer order, the Successor DISCO in the state, Enugu Electricity Distribution Company EEDC is expected to incorporate a Subsidiary to assume the responsibilities of Intra State Supply and distribution of Electricity in Abia State. Reacting to this Power sector development in Abia state, the Commissioner for Power and Public Utilities Engr Ikechukwu Monday stated that the transfer of regulatory oversight of intrastate electricity markets from NERC to ASERA is in line with the promise of His Excellency, Dr. Alex C. Otti (OFR) @alexottiofr to provide reliable electricity access to unserved and underserved industries and communities in Abia State. He further stated that it will bring several benefits to the people of Abia state such as : 1. Localised State-tailored tariff structures: which will set end-user tariffs that reflect local economic conditions, encouraging fairer pricing and better cost recovery. Also, ASERA can rapidly adjust rules and incentives to suit local goals—such as supporting mini-grids or renewable energy projects. 2. Efficient Service Delivery & Reliability: with ASERA located in Umuahia, it will be able to provide a faster local and closer oversight which reduces delays in licensing, complaints handling, and issue resolution—helping to bolster local service quality. 3. State focused grid improvement programs: ASERA will be able to better prioritize grid expansion or maintenance programs tailored to the demands in Abia State where it’s most needed. 4. ⁠Increased Investment & Private Sector Participation: ASERA will be able to set state-level clarity on regulations, tariffs, and licensing that will make it easy for private operators (e.g., mini-grid and transmission companies) to invest. Also, distribution companies such as EEDC will be directed to establish state-focused subsidiaries (e.g., “SubCo”), enabling targeted investment within Abia state borders. 5. Improved Accountability as ASERA will be closer to the people of Abia State and more accountable to residents and state government, improving transparency and consumer trust. 6. Job Creation: as the market evolves and get matured several employment and manpower development opportunities will be generated.
