No, killing Charles I was more of a temporary hit that was reversed pretty quickly. Cromwell led a military dictatorship in which parliament didn't really gain much power from the dissolution of the House of Lords, and in 1660 Charles II became King and led by what could be considered absolute rule as well, he was just careful to stay away from provoking parliament. Only after James II became King and was ousted did Parliament develop checks and balances to make sure they couldn't be sidelined again, hence the reason why 1688 is regarded as the point where Parliament was strong enough to challenge the King.

i get why but its always fascinating to me that 1688 is the point that people generally draw the line of the king being less powerful than the parliament, considering like, they literally killed the king 40 years prior to this
