Trying to move learning only with Tiers 2 & 3 is like putting new tires on a car with no engine.
It may move. But it's going to take a lot more hard work & pushing.
If we really want movement, Tier 1 must be firing on all cylinders.

If we provide feedback without an opportunity for the student to use it to improve, we've simply told them what they're struggling with and then sent the message that we don't care enough to let them get better at it. Feedback can't just be leaving comments on a page.
