You realise not every military aged man was a combatant? You likely need to examine the excess deaths men vs women in the relevant age groups. They are likely combatants for military aged men. With past figures this led to a 70% civilian death rate although it depends what age you take to be a combatant vs child. How have the numbers changed? You don’t really say. It’d be unwise to take this statement at face value.
