STATEMENT OF APPRECIATION TO PRESIDENT BOLA AHMED TINUBU, GCFR, ON THE AWARD OF STRATEGIC CONTRACTS WORTH OVER ₦1 TRILLION AND ₦178 BILLION IN KADUNA STATE On behalf of the Government and people of Kaduna State, I extend our profound appreciation to His Excellency, Bola Ahmed Tinubu, GCFR, and the Federal Executive Council for the gracious approval and award of transformative infrastructure contracts that will indelibly reshape the economic and social landscape of our state. Foremost among these is the Kaduna Light Rail Project; an ambitious undertaking spanning a 30-kilometre corridor from Rigachikun to Sabon Tasha, alongside a 20-kilometre line from Millennium City to Rigasa, forming a 50-kilometre metropolitan network with an estimated value of One Trillion Naira. Complementing this is the critical reconstruction of the Mando–Kaduna–Birnin Gwari road, a 122-kilometre artery valued at ₦178 billion. Together, these projects represent not merely investments in infrastructure, but a deliberate re-engineering of mobility, security, and economic vitality across Kaduna State. The Federal Government’s support for the light rail project is both historic and catalytic. It reinforces our vision of an integrated transport ecosystem, anchored by the 24-kilometre Bus Rapid Transit system currently underway. Kaduna has taken a pioneering role in Northern Nigeria by articulating a comprehensive State Transport Policy, one that privileges efficiency, safety, environmental sustainability, and affordability. Through initiatives such as subsidised Compressed Natural Gas buses, modern terminals, and structured transit corridors, we are systematically positioning Kaduna as a premier hub for transportation and logistics. That Kaduna has been selected to lead this transformation; emerging as only the second state in the federation to embark on a light rail system, speaks to the confidence reposed in our vision and our capacity for execution. It is a testament to a leadership philosophy at the centre that recognises potential, rewards preparedness, and advances development without prejudice. Equally significant is the rehabilitation of the Mando–Birnin Gwari road, a project imbued with both symbolic and practical importance. I recall, with clarity and respect, Mr. President’s visit to Birnin Gwari in the lead-up to the 2023 general elections, at a time when the area was beset by insecurity and infrastructural neglect. His promise then was unequivocal. Today, that promise is being fulfilled. This road will not only enhance connectivity but also strengthen security, facilitate agricultural productivity, and restore confidence to communities long burdened by isolation. Kaduna State remains resolute in its commitment to the diligent execution of these projects. We view them not as isolated interventions, but as enduring legacies; foundations upon which a more prosperous, secure, and connected future will be built. I am particularly encouraged by the presence and thoughtful reflections of His Excellency, the Vice President, Senator Kashim Shettima, GCON. It was both an honour and a solemn responsibility to chair and deliver the keynote at the Vision Alignment Workshop for senior officials of the Kaduna State Government, convened by the Nigeria Institute of Public Relations. At a time when public confidence in institutions is neither automatic nor assured, such a forum speaks to a deeper imperative: that governance must be anchored not only in vision, but in disciplined alignment, strategic communication, and an unambiguous commitment to truth. For it is through clarity of purpose and coherence of action that governments earn legitimacy, sustain trust, and deliver enduring value to the people they serve. Since May 2023, Kaduna State has pursued a deliberate path from aspiration to measurable progress, anchored on seven strategic pillars: security, infrastructure, institutional reform, trade and investment, agriculture, human capital development, and citizen engagement. These are not abstract commitments, but living priorities translated into tangible outcomes. In security, we have strengthened operational capacity through the establishment of new military bases, deployment of over 300 vehicles and 1000 motorcycles, and the reclamation of over 500,000 hectares of farmland. Thousands of our citizens have been resettled, while sustained support continues for other internally displaced persons. Our investments in education and healthcare reflect a similar resolve. We have expanded and rehabilitated school infrastructure, recruited and trained thousands of educators, significantly reduced the number of out-of-school children, and eased the financial burden on families. In the health sector, upgraded primary care facilities, specialised centres, and a new 300-bed hospital now ensure the consistent availability of essential medicines. Under our infrastructure development agenda, we have extended road construction to 12 local governments that had previously not benefited one kilometer of completed road project. This is amongst the 150 road projects we have initiated totaling over 1335KM across the state. At the same time, agricultural expansion is advancing steadily. We are also making meaningful progress in financial inclusion, while social protection programs have expanded in parallel. These efforts are supported by substantial increases in public funding, growing investment inflows, and more targeted support to citizens through payment of gratuities and death benefits. Ultimately, governance must justify itself through outcomes that are visible, dependable, and transformative. Kaduna is not where it once was. I was honoured to receive the Honourable Minister of Defence, Gen. Christopher Gwabin Musa (Rtd.), whose presence reaffirmed our shared national commitment to peace and stability. This Council remains the nucleus of our collective security architecture, defined not merely by its composition, but by unity of purpose and resolve. I pay tribute to the gallant men and women of our Armed Forces and security agencies, and recognise the vital contributions of traditional rulers, religious leaders, and community stakeholders whose grassroots engagement strengthens trust and prevents conflict. We are encouraged by measurable progress. Through the Kaduna Peace Model, anchored on inclusivity, intelligence-led operations, and seamless coordination, we have shifted from reactive responses to proactive prevention, enabling early threat detection and swift containment. I had the distinct honour of participating in the Kaduna Electric Franchise Area Energy and Investment Summit in London, United Kingdom, convened under the theme “Driving Energy Investment and Regional Development.” I was joined by my colleagues, Their Excellencies; Dr Dauda Lawal, Governor of Zamfara State and Dr. Nasiru Idris, Governor of Kebbi State, respectively, and the Deputy Governor of Sokoto State, Hon. Idris Muhammad Gobir; alongside senior officials from our respective governments. I extend sincere appreciation to the sponsors and facilitators of this summit; ASI Engineering Limited and Kaduna Electric, for convening a timely and well-structured platform that brought together investors, development partners, and sector experts at a pivotal moment for Nigeria’s electricity sector. Our deliberations were anchored in the possibilities opened by the Electricity Act 2023 and, more importantly, in the obligation to convert reform into results. For Kaduna State, this is not an abstract ambition. We are engaged in a deliberate transition; from dependence on centralised supply towards the construction of a coherent subnational electricity market grounded in regulatory clarity, institutional discipline, and investor confidence. I emphasised that energy security in Northern Nigeria must increasingly be conceived as a regional enterprise. Kaduna, Kebbi, Zamfara, and Sokoto States are linked not only by a shared distribution franchise, but by intertwined economic futures. Policy alignment and coordinated planning are therefore indispensable to attracting the scale of private capital required to address supply deficits and unlock industrial growth. Encouragingly, engagements on the margins of the summit have begun to yield early traction. A number of credible investors and development partners signalled strong interest in deploying capital across the Kaduna Electric franchise area and the wider northern corridor, particularly in generation, distribution optimisation, and embedded solutions. Within Kaduna State, this regional vision is reinforced by concrete reforms. We have advanced a comprehensive electricity framework designed to ensure legal certainty, protect consumers, and enable cost-reflective operations within a structured market environment. At the same time, we are strengthening institutional capacity through the Kaduna Power Supply Company, while pursuing targeted investments in network infrastructure and decentralised renewable energy for critical services. Our engagement in London extended beyond dialogue. In the presence of my team, we concluded a Memorandum of Understanding with ASI Engineering Limited, establishing a framework for collaboration on sector reform, network expansion, and long-term energy security. Our proposed investment, in exchange for an equity position, reflects a disciplined model of public participation; aligned with performance, governance, and accountability. The proposition is clear: Kaduna offers a structured, credible, and bankable energy market. The imperative now is sustained partnership to translate this potential into measurable and lasting impact. A STATEMAN AT 74: CELEBRATING A LIFE OF COURAGE, REFORM AND NATIONAL RENEWAL Today, we celebrate the enduring legacy of a man whose life has been defined by courage, conviction, and an unyielding commitment to the progress of Nigeria. As His Excellency, President Bola Ahmed Tinubu, GCFR, marks his 74th birthday, I join millions of Nigerians and admirers across the world in paying tribute to an extraordinary leader, a servant of the people, and a reformer of global stature. For decades, President Tinubu stood at the forefront of Nigeria’s pro-democracy struggle. From the trenches of resistance, he aligned with civil society organisations, labour unions, journalists, academics, and student movements in a sustained and principled assault against military rule. That collective struggle, to which he gave so much of himself, culminated in the historic restoration of democratic governance in 1999. Asiwaju Bola Ahmed Tinubu’s role in that defining chapter of our national journey remains indelible. In the years that followed, His Excellency, President Tinubu distinguished himself not only as a democrat of note but as a master strategist in political organisation and coalition-building. His pivotal role in forging the alliance that birthed the All Progressives Congress (APC) reshaped Nigeria’s political landscape. It led to a watershed moment in 2015 when, for the first time in our history, an incumbent administration was peacefully defeated at the polls; an achievement that further deepened democratic practice in our country. In 2023, history called upon him once again. A man long regarded as a central force in Nigerian politics assumed the highest office in the land. Yet, rather than rest on reputation, President Tinubu has governed with clarity of purpose and a willingness to take difficult but necessary decisions in the national interest. His administration has embarked on bold and far-reaching reforms that are already repositioning Nigeria on a stronger and more sustainable footing. The removal of the long-standing fuel subsidy, a policy that had become economically unsustainable and deeply distortive, signaled a decisive break with the past. Equally significant is the unification of the foreign exchange market, which has restored greater transparency, improved investor confidence, and set the stage for long-term economic stability. These reforms, though demanding in the immediate term, have begun to unlock critical resources for national development. Across the country, we are witnessing renewed investments in infrastructure, including landmark projects such as the Lagos-Calabar Coastal Highway, the 375 km Abuja-Kaduna-Zaria-Kano road rehabilitation and up-grade project and the Sokoto-Badagry Superhighway. These initiatives are not merely roads; they are economic corridors designed to stimulate commerce, connect communities, and expand opportunity. Your Excellency’s Renewed Hope Agenda has since rejuvenated Agriculture and Agri-business across the country; the health sector across the country has been bolstered with huge investments and increased personnel; and in the social sector, the establishment of the Nigerian Education Loan Fund (NELFUND) reflects a deep sensitivity to the aspirations of young Nigerians. By expanding access to tertiary education, this initiative is investing in the nation’s future and empowering a new generation to contribute meaningfully to national development.

I extend my warmest felicitations and heartfelt congratulations to the Muslim Ummah in Kaduna State, across Nigeria, and around the world, as we celebrate Eid el-Fitr, the blessed festival that marks the completion of the sacred month of Ramadan. With profound gratitude to Almighty Allah, we acknowledge His boundless mercy in granting us the strength, discipline, and spiritual awareness to observe the fast and partake in the deep blessings of this holy period. Ramadan is far more than a ritual of abstinence; it is a sacred journey of inner renewal. It calls us to a higher consciousness; one rooted in humility, restraint, and devotion. Through fasting, prayer, charity, and reflection, we are reminded of our accountability to Allah and our responsibility to one another. The Qur’an teaches that fasting is prescribed so that we may attain righteousness. Thus, the true essence of Ramadan lies not merely in its observance, but in the transformation it inspires within us: the purification of the heart, the discipline of the self, and the elevation of our moral conduct. Over the past month, we have sought to embody the enduring virtues of patience, compassion, generosity, and humility. We have experienced hunger and thirst, not only as acts of devotion, but as reminders of the struggles faced by the less privileged among us. We have given in charity, extended kindness to neighbours, and renewed our commitment to justice and mercy. As we celebrate Eid today, we must ensure that these virtues do not recede into memory but remain alive in our daily lives, shaping our actions and guiding our relationships. This year’s Ramadan carries a unique and powerful symbolism. It coincided with the Christian season of Lent, a rare convergence that underscores the shared spiritual values of sacrifice, repentance, and devotion among people of faith. While Muslims mark the completion of Ramadan with joy and thanksgiving, our Christian brothers and sisters continue their solemn observance. This moment offers a profound opportunity to deepen interfaith understanding, strengthen mutual respect, and reaffirm our commitment to peaceful coexistence. Kaduna State stands as a testament to the beauty and complexity of diversity. Ours is a land where different cultures, traditions, and religions meet and interact. This diversity must not be a source of division, but a foundation for unity. It calls upon us to embrace tolerance, uphold justice, and work collectively for the common good.
