If they come purely from within the team they risk a lack of alignment with the wider organization. If they are fully dictated "from above", are tactics rather than goals, or worse are unclear and change often -- no matter how strong the cell success will be impossible.

One of the best early checks is focusing on the goal-setting process. The goals need to be clear and ideally built collaboratively.

I think of ecosystems when I think of development teams, particularly agile ones. Individuals as cells collaborate, each with their own role, to achieve as a group.
