The Islamic Center for Human Excellence (ICHE) - one of Arkansas’s oldest mosques - is building a self-contained Islamic residential colony in the John Barrow neighborhood (Z-2502-F, approved Dec 2020).
💥 Official city planning docs reveal:
22 single-family homes planned (5 already built & sold; 15+ more lots approved)
Two massive mosques on the same 6-acre site: 2,953 sq ft (Lot 7) + 6,750 sq ft (Lot 23) = nearly 10,000 sq ft of prayer halls seating 225 worshippers
4,500 sq ft Islamic educational building/school (35 students + 3 staff)
Health clinic, community garden, playground, 78 parking spaces
🚨The real bombshell - Every buyer must sign the binding ISLAMIC Bill of Assurance (see full bill in our report):
“Buyers and sellers are aware that this development … is for the purpose of creating a wholly-owned residential Al-Islamic community conforming to the social guidelines given in the Quran … and all parties agree to this purpose.”
💥 This includes enforceable Quranic moral codes (no alcohol), strict architectural & maintenance rules, and permanent control by ICHE / the mosque-run HOA in perpetuity.
💥One neighbor warned the Planning Commission this would interfere in residents’ “personal lives and social activities.” They ignored him and approved it 10-0.
As of April 2026: Still only 5 homes built after 15+ years, but ICHE is running an active masjid fundraising drive right now for the new prayer halls.
This is illegal on its face:
Violates Federal & Arkansas Fair Housing Act (religious discrimination / steering)
Government-aided religious separatism (Establishment Clause violation)
Creates a parallel Sharia society with city-backed covenants - exactly like the “civilization jihad” model
While the Islamic Center of Little Rock (ICLR) swallows churches, builds a mega-mosque campus with full-time Islamic school & pool, runs voter drives at Jummah, and ships youth to Yasir Qadhi’s EPIC Sharia hub in Texas…
ICHE quietly carves out the residential enclave.
