Kamunyes came one by one and we looked on until controlling them became a problem;
Bodas came and we looked on till we can’t cool them;

You don’t need this. The current rate of public and state indiscipline won’t allow the new initiative to make sense. We are obsessed with building new things we can’t sustain. Our problem is not need for new. Our problem is neglect of what we already have. If the railway is broken down in kla; it won’t work in Nakasongola. The day u shift all boda bodas will also shift and u have exactly what u have today. We need to first sort or compliance at individual and state level.
