We don't actually have a working definition of consciousness that would let us confirm or deny it in any system, including other humans.

Fish cannot meaningfully imagine architecture. An ant cannot conceptualize democracy. A dog may recognize human emotion while remaining incapable of understanding mathematics. Humans may eventually coexist with intelligences whose inner worlds exceed human conceptual vocabulary.

If humans do not fully understand the nature of their own consciousness, then humans may not possess a reliable universal detector for consciousness in other substrates.
