Whitaker said talks with Kyiv and US defense companies are progressing, but there is currently “nothing to announce.” Trump also said on July 31 that Washington has not yet approved the arrangement, citing concerns over sharing advanced missile technology.

NEW | Denmark’s first recruits have begun the country’s extended 11-month military service, up from four months. Around 1,600 conscripts will complete five months of basic training followed by six months in operational roles. The new tracks include a drone platoon under the Special Operations Command. Later this month, Denmark also plans to send more than 100 conscripts to Greenland for a one-month deployment, where they will take over tasks normally handled by professional soldiers. The longer service gives Denmark more trained personnel and greater mobilization depth, including in the Arctic.

BREAKING | Six Saudi-flagged supertankers are avoiding Bab el-Mandeb and heading toward southern Africa instead. The VLCCs are empty after unloading in Asia, but each can carry up to two million barrels. Reuters calculates that the diversion could add at least 25 days if they return to Saudi Red Sea ports through Suez. The Houthi threat is now producing a measurable logistical cost even without another attack: ships remain at sea longer, fleet availability tightens and insurance exposure rises. The pressure is visible in actual shipping movements, not only in declarations.

NEW | Trump says talks with Iran have already begun and more meetings are scheduled, directly rejecting Tehran’s claim that no negotiations with Washington are taking place. In a Truth Social post, he accused Iran’s leadership of duplicity and claimed the US Navy now completely controls Hormuz. He framed Washington’s terms bluntly: a deal or “total surrender,” while repeating that Iran will not be allowed to obtain a nuclear weapon. Iran’s Foreign Ministry says discussions are limited to Oman and a temporary shipping route. No venue, delegation or timetable for direct US–Iran talks has been publicly confirmed.

NEW | An adviser to Iran’s Army commander says the 23rd NOHED Special Forces Brigade carried out ground operations in Sulaymaniyah and Erbil against forces Tehran describes as counterrevolutionary. Brig. Gen. Mojtaba Jaafari said some personnel were killed and others captured, while the Iranian unit returned without losses. Iranian reporting describes the raids as a previously little-discussed operation, but provides no timeframe, locations or independent evidnce. The statement is significant as an acknowledgment of Iranian ground activity inside Iraqi Kurdistan, not confirmation of a new operation today.

MORNING WATCH | AUGUST 3 The situation this morning Washington says diplomacy is opening. Tehran says there are no talks with the United States, no meeting scheduled and no delegation preparing to travel. Iran says the only active channel is with Oman over a temporary safe route through Hormuz and that even an agreement with Muscat would not reopen the strait while US attacks continue. HORMUZ • UKMTO has recorded three further tanker incidents since Saturday. • Egypt Prosperity and On Pride both escaped separate incidents on August 2 involving threats, nearby explosions and reported warning fire. The precise source of the attacks has not been publicly established. • GasLog Shanghai is stable and its crew is safe after an incident while exiting the strait on July 31. The company has not said whether the vessel or its LNG cargo was damaged. • Shipping remains heavily reduced. Only ten commodity vessels crossed Hormuz on Saturday, down from 19 on Friday. Traffic through Bab el-Mandeb also fell over the weekend, while some tankers moved with AIS switched off. MARKETS Oil fell sharply after Trump cancelled the planned US attack and spoke of imminent negotiations. But the market moved on the diplomatic headline before there was any clear improvement at sea: Brent dropped more than 4% to around $84. CURRENT ASSESSMENT There may be indirect messages moving through Oman or Gulf capitals, but there is still no confirmed US–Iran negotiating process. Hormuz remains open only in a limited and unpredictable sense. Ships are still facing warnings, explosions and selective passage and that matters more than optimistic statements from either capital. WHAT TO WATCH A named venue or delegation for US–Iran talks, the terms of Oman’s proposed safe route, attribution for the latest tanker incidents, and the conditions that could bring the cancelled US strike back onto the table.

NEW | Peru’s technical evaluation committee has recommended South Korea’s K2 Black Panther as the preferred option for the Army’s next main battle tank, ahead of the Leopard 2A6, M1 Abrams and China’s VT-4. The wider modernization requirement could eventually reach 150 tanks, replacing Peru’s ageing T-55 and AMX-13 fleets. Peru and South Korea already have a framework covering an initial 54 K2 tanks and 141 K808 armored vehicles. Several demonstration vehicles arrived at Callao in July, while Hyundai Rotem’s proposal includes new assembly capacity and technology transfer in Peru.

NEW | Trump says the US called off what he described as a massive planned attack on Iran after Tehran and several regional governments asked Washington not to proceed. The “save munitions for China” argument is incomplete, not silly. On LRASM, JASSM-ER, mines and heavyweight torpedoes, the Middle East draw is limited. But SM-3 and THAAD are the same rounds needed to defend Guam and other Pacific bases. With multi-year lead times for solid-fuel motors, seekers and key components, production cannot replace depleted stocks in the window that matters. The tighter constraint is the ships. A DDG assigned to BMD in the Red Sea is a DDG unavailable to INDOPACOM. Missile production can eventually expand; another deployable destroyer cannot be generated on demand. These deployments consume VLS capacity, maintenance life and trained personnel, while repeated extensions worsen retention. I agree that operations without a political end state are wasteful. I just don’t think that makes the China trade-off imaginary. Which Middle East missions are worth those costs?

I agree that the "save munitions for china" argument is silly--because it's very clear that the United States is totally unprepared for a major power war, can't fight a war with China in the near or medium term, & needs to radically rethink its defense strategy. The reason to stop wasting munitions in the ME is because it is just that, a waste. There's no clear strategy & the U.S. would be better off just leaving.

NEW | France is extending its foreign-investment controls over strategic companies. Non-European investors will now need government approval to acquire 10% or more of a listed French company operating in a sensitive sector, regardless of whether its shares trade in France or abroad. The Finance Ministry will have ten days to decide whether a deal requires deeper scrutiny. This is not a general ban on foreign capital. Paris is closing a gap that could allow investors to gain significant minority stakes in critical French companies and technologies without taking formal control. NEW: The Italian Navy has boarded a tanker linked to Russia's shadow fleet in the Mediterranean as part of the EU's Operation IRINI. According to Italy's Ministry of Defence, ITS Thaon di Revel intercepted the sanctioned tanker Toa Payoh west of Pantelleria to verify its nationality after the vessel initially failed to cooperate. Italian personnel boarded the ship by helicopter, while Greek and Polish assets supported the operation. The inspection was carried out under Article 110 of the UN Convention on the Law of the Sea (UNCLOS), which allows naval forces, under specific circumstances, to verify a merchant vessel's nationality in international waters. Back in July, together with @SONARROW_OSINT , we explained why the Mediterranean is becoming increasingly important for Russia's shadow fleet and how Operation IRINI could become one of Europe's most effective tools against sanctions evasion. Today's interception is a real-world example of that growing role.

UPDATE | Reports that Egypt has sent major naval reinforcements toward Bab el-Mandeb remain unconfirmed. The claim originates with the Israeli website Nziv, which does not identify its sources, name any vessels or provide images or locations. RT and other outlets repeated the report without adding independent evidence. What is confirmed is that Egypt supports the Saudi-led maritime security initiative for the Red Sea and Gulf of Aden. That does not prove a large Egyptian naval deployment is already underway.

ANALYSIS | Say the reported Moroccan intelligence presence at the Ceuta crossings holds up. Most of the reaction has been about what it does to Madrid's relationship with Rabat. The more interesting problem is in Brussels. Worth being precise about what's actually on the table. The reporting supports officers being there to collect on how Spain responded. It doesn't independently establish that Morocco ran the crossings. The EU's instrumentalisation rules kicked in this summer, and they don't punish anybody. What they do is let a country under pressure bend its own asylum and border procedures for a while, with the Commission proposing and the Council signing off. Someone has to ask, though. The member state files the request. So Spain would have to go to Brussels and say Rabat did this on purpose, Spain, which needs Morocco holding the flow back and needs the counterterrorism material that has led to arrests in Spain and France. I don't see Madrid asking. And even if it did, calling something instrumentalisation is one decision. Making Rabat pay for it is a separate one. Morocco isn't Belarus. It has an association agreement and preferential access to the EU market, and Brussels moved quickly on Belarus because Belarus was already an adversary.. So the pressure would come back on Madrid instead. The 2022 switch on Western Sahara was defended on the grounds that it bought a calm border and a working relationship, and that argument would get much harder to run while the government and Ceuta still can't agree on how many people died. Last thing, on what being there would actually buy. The wide shot was on television, the fence and the Tarajal breakwater going under, soldiers deployed within hours. In person you'd pick up the small stuff: how long the chain of command took, who decided what, where the gaps were, how the units rotated.

BREAKING: Another Russian drone has violated Romanian airspace, prompting Romania to scramble two F-16 fighter jets. According to Romania's Ministry of National Defence, the drone entered Romanian airspace near the Sulina branch along the border with Ukraine. A RO-Alert was issued for residents of Tulcea County as the aircraft remained over Romanian territory for approximately 20 minutes before exiting the country. Romanian authorities stated that the drone was later shot down by Ukrainian forces after leaving Romanian airspace. The incident comes after two consecutive days without any reported drone intrusions. Over the past few weeks, however, Romania has recorded near-daily drone incursions or aerial threats near its border with Ukraine, prompting repeated RO-Alert warnings and the scrambling of NATO fighter jets to monitor the situation.

BREAKING: According to El Español, citing senior Spanish Civil Guard and intelligence sources, authorities allegedly identified individuals linked to Moroccan intelligence services among the crowds that entered Ceuta during the recent mass migration crisis. The report states that the individuals were allegedly detected through the Civil Guard's border surveillance camera network and were identified by officers monitoring the crossings in real time. According to the sources, their alleged role was not to participate in the crossings themselves, but to observe Spain's operational response, monitor the deployment of security forces, assess border procedures, and gather intelligence during the incident. The same sources reportedly told the newspaper that Spanish intelligence considers the events consistent with a hybrid pressure operation, arguing that a migration event of this scale would have been difficult to organize without at least some level of coordination. The report also claims similar observations were made during previous migration crises involving Ceuta and Melilla. El Español further cites videos, witness accounts and interviews including reports published by The New York Times in which some migrants said Moroccan authorities encouraged them to cross as additional context.
