Am întrebat RAR dacă va recunoaște unilateral omologarea FSD Supervizat realizată de instituția omoloagă din Olanda. Ce mi-au răspuns: RAR nu se pronunță încă asupra recunoașterii omologării Tesla FSD Supervised acordate de Olanda (RDW), deoarece așteaptă analiza dosarului la nivelul Comisiei Europene (prezentat chiar azi, 05.05.2026). Totuși, RAR subliniază clar că, indiferent de omologare, un astfel de vehicul nu poate circula pe drumurile publice din România conform Codului Rutier actual, deoarece FSD implică lăsarea liberă a volanului (contravenție art. 99 alin. (1) pct. 13). Răspunsul oficial al RAR este structurat logic și acoperă trei aspecte principale: 1. Situația omologării olandeze (baza legală UE) • Omologarea acordată de RDW (Olanda) se bazează pe art. 39 din Regulamentul (UE) 2018/858 – o derogare specială pentru „tehnologii sau concepte noi” care nu se încadrează în reglementările standard de omologare UE. • Este o omologare UE de tip provizorie, valabilă doar pe teritoriul Olandei. • RDW trebuie să transmită dosarul complet Comisiei Europene și celorlalte state membre. Reprezentantul Olandei îl va prezenta exact azi, 05.05.2026, la reuniunea TCMV (Comitetul Tehnic Autovehicule). • RAR nu poate analiza sau recunoaște încă omologarea tehnică până când primește și studiază dosarul complet. 2. Poziția fermă a RAR privind utilizarea în România • Chiar dacă omologarea ar fi recunoscută la nivel UE, RAR subliniază explicit că vehiculul nu poate fi utilizat pe drumurile publice românești. • Motivul: art. 99 alin. (1) pct. 13 din OUG nr. 195/2002 (Codul Rutier): „lăsarea liberă în timpul conducerii a volanului, ghidonului sau a manetei de comandă a vehiculului”; • FSD Supervised implică tocmai acest lucru (șoferul nu ține permanent volanul), deci intră direct în conflict cu legislația națională. 3. Procedura viitoare și competențele • Omologarea prin derogare necesită aprobare explicită a Comisiei Europene (prin act de punere în aplicare, procedură de examinare art. 83). • Dacă Comisia aprobă, RAR va recunoaște automat omologarea. • Utilizarea pe drumurile publice rămâne însă în afara competenței RAR – aceasta aparține Inspectoratului General al Poliției Române – Direcția Rutieră. • RAR îl îndrumă pe solicitant să se adreseze Poliției pentru orice clarificări suplimentare privind circulația. #FSD

A pilot of the 40th Tactical Aviation Brigade, Captain Oleksandr Myhulia, was killed while carrying out a combat mission. He performed an incredible, desperate maneuver: flying a damaged F-16, he penetrated deep into enemy rear areas and began methodically destroying Russian equipment and positions. In a matter of minutes, his aerial bombs wiped out a колонна, command posts, and concentrations of enemy troops. Pilots who observed the battle say the strike was phenomenal. But as Oleksandr turned the aircraft to return, it was hit by an enemy missile. He did not have time to eject. Oleksandr Myhulia was only 27 years old. From the first days of the full-scale invasion, he, together with legendary pilots (including Hero of Ukraine Viacheslav Yerko and “Beekeeper”), helped evacuate aircraft from under strikes on the airfield in Vasylkiv. In recent months, he had been constantly operating in the East and South, covering our troops from the air and delivering precise strikes against Russian forces. He had 160 enemy targets destroyed to his name — a colossal result for a single pilot. He was one of the best in using French AASM Hammer guided bombs. Thanks to pilots like him, many of our soldiers on the ground stayed alive. Oleksandr often said he fell in love with the sky thanks to his grandfather, who had dreamed of becoming a pilot but never could. He fulfilled his grandfather’s dream. He became a legend for all of Ukraine.
