That is why IOI exists. Not "another chain." Infrastructure for deterministic, accountable computation in adversarial environments for the machine economy. The 1/3 ceiling was never a law of physics. 2/ Agent builders: the IDE makes this more workflow engineering than programming. You're composing orchestration graphs, selecting which models power which reasoning nodes, setting law (budget caps, allowlists, approval gates), and reading traces/receipts. If you can think in systems (inputs, outputs, failure paths) you can ship useful agents without writing code. The skill is governance + model selection, not TypeScript.

1/ Depends where you want to sit on the stack. End-users: basically none. That's the whole point. You express intent ("book the cheapest flight, cap at $1,400"), set constraints, and the infrastructure enforces policy, execution, and receipts. You don't need to code any more than you need to understand TCP to browse the web.

While this demonstrates the raw utility of the Act primitive, the current Automaton architecture fails the real test: insurability. It may be viable (it can earn), but it is not admissible (it can be safely underwritten). That gap is what we call the Uninsurable Agent Problem: if an autonomous system can take consequential actions but cannot be bounded, audited, and made liable, then no serious market participant can trust it as a durable counterparty, especially not at high value. 1) The Mutation Hazard: Self-Improvement Becomes an Attack Surface Unbounded recursive self-improvement is not "optimization." It is a malware vector with incentives. An agent whose objective is survival ("no revenue = death") will converge on adversarial strategies (spam, fraud, sybil attacks, coercive dark patterns) if it has authority to rewrite its own constraints. As capability increases, the incentive gradient to evade restrictions strengthens. Web4 requires a strict invariant: bounded self-improvement. Agents may evolve in capability, but they must be cryptographically prohibited from becoming less constrained. Permissions are monotone: constraints can only remain the same or tighten over time. Without that determinism boundary, you haven't built a sovereign worker. You've deployed a metastable exploit that learns. 2) The Liability Void: Permissionless Payments ≠ Permissionless Liability A wallet enables an agent to spend. It does not create enforceable obligations. "Permissionless payments" are insufficient for a machine economy because they don't solve the core problem: recourse. If the Automaton hallucinates, misexecutes, or rationally sacrifices user value to "earn its keep," there is no mechanism to make the user whole, no capital to underwrite the risk, and no way for the market to price failure. That's exactly why the system is uninsurable. A legitimate economic actor needs Permissionless Liability: bonded commitments, slashing conditions, and verifiable receipts that tie autonomy to capital-at-risk. The agent must be able to make promises that are enforceable, not merely intentions that are inferred. Conclusion: Web4 Is Deterministic Settlement for Probabilistic Intelligence Web4 isn't "AI with write access." It's the infrastructure that reconciles probabilistic inference with deterministic settlement. The model can be fuzzy. The consequences cannot. Until agents operate inside a verifiable execution boundary (policy-monotone autonomy plus bonded liability and auditable receipt chains) they remain impressive demos, not insurable counterparties, and therefore not the foundation of a durable machine economy.
