EFCC's Mandate Tackles Corruption, not Opposition Politicians The Economic and Financial Crimes Commission, EFCC, is aware of the frenzy of accusations by some political actors across the country, questioning its operation. Claims of " Weaponisation of the EFCC", " Erosion of EFCC's Independence", " Persecution of opposition politicians", " "Politicisation of EFCC's operations" and other assumptions contained in a recent media statement by some politicians, are deliberate misrepresentation of the Commission’s task in bringing suspects of economic and financial crimes to book. First, the Commission's weapon is its Establishment Act which provides the ground norm of its activities. The Act mandates the Commission to investigate and prosecute all economic and financial crimes. The only exception to criminal prosecution by the Commission are political officers granted constitutional immunity during their tenure. Suspects of corrupt practices from the ruling party, opposition party and non- partisan actors have no immunity and are being equally investigated and prosecuted by the EFCC. A check list of arrests and prosecution by the Commission in the last two years under the current leadership shows that strong members of the ruling party such as former governors, ministers and others not publicly known are sharing tables with a motley number of opposition politicians as well and others. The truth about the EFCC is that it is only faithful to its mandate and nothing else. This mandate is about tackling corruption and not any imaginary adversary or political motive The Commission finds insinuation made by opposition politicians that "there is a discernible pattern of persecution of the opposition by the EFCC with the sole objective of weakening same for the benefit of the ruling APC" quite untenable. Where is persecution in asking a suspect of corrupt practice to account for his sleaze? Is stealing, embezzlement of public funds, contract fraud, money laundering and other corrupt practices excusable for some? Corruption has no gender, religion, tribe, political party or other extraneous alignment. Selective outrage cannot be a defence against criminal investigation for graft. The crucial question is, are opposition politicians being investigated or prosecuted by the Commission wrongly accused? What threatens democracy is not the EFCC doing its job, but the attempt to intimidate or blackmail it into abandoning investigation allegations against corrupt opposition politicians for fear of accusations of selectivity. What the so-called opposition politicians are seeking to achieve in this assault against the EFCC is far from altruistic, but a veiled attempt to confer immunity from prosecution for alleged corruption on politicians who suddenly find themselves in the opposition. This gambit is alien to the Nigerian constitution and the enabling law of the Commission both of which compel mandatory action against any evidence of graft irrespective of the position and political inclinations of the accused. The Commission won't succumb to blackmail or be railroaded into inconclusive investigations just to be seen to be non- selective in its operations. An amendment to the enabling Act to assuage the whims of a disgruntled section of the political class calls for circumspection as it is not likely going to be in the national interest. We enjoin all well -meaning , reform- minded and patriotic Nigerians to join hands with the EFCC in this dignity -restoring mandate. God bless the Federal republic of Nigeria.

If the MoU is indeed “standard,” “advisory,” and “non-intrusive,” the most logical and confidence-building step would be to publish the full agreement or at least its operative clauses on scope, data handling, access controls, audit rights, and termination. In modern tax administration, claims of “technical assistance” and “digital transformation” are not abstract concepts; they routinely involve detailed process mapping, systems diagnostics, and exposure to sensitive operational workflows. History shows that even where direct database access is denied, meaningful influence can still be exercised through advisory roles that shape system architecture, compliance strategies, risk models, and enforcement priorities. Asking citizens to simply trust that no sensitive exposure will occur, without verifiable documentation, is not transparency, It is an appeal to authority, and common sense tells us that sovereignty is protected by checks, not assurances. Equally unconvincing is the argument that “existing laws still apply,” as though that alone resolves legitimate concern. Nigerian data-protection and cybersecurity laws themselves acknowledge that cross-border data interactions can occur under certain conditions, which is precisely why clarity, legislative oversight, and enforceable technical guardrails matters. Once a foreign tax authority is embedded, even in an advisory capacity, the risk is not an overnight handover of data, but gradual operational dependence and norm-setting influence that becomes difficult to unwind. True sovereignty is not weakened by scrutiny; it is strengthened by it. Publishing the MoU, defining immutable red lines (onshore data residency, zero system access, independent audits), and subjecting such agreements to public and parliamentary review would not undermine reform. It would legitimise it. Until then, skepticism is not unpatriotic; it is a rational response grounded in experience, law, and the basic principle that power should always be verified, not merely explained away.

CLARIFICATION ON THE FIRS–DGFiP MEMORANDUM OF UNDERSTANDING The Federal Inland Revenue Service (FIRS) has observed recent reports and online commentary regarding the Memorandum of Understanding (MoU) signed with France’s Direction Générale des Finances Publiques (DGFiP). We appreciate the public’s vigilance and patriotic concern; however, it is important to provide clarity. The MoU is a standard, globally recognised cooperation framework focused solely on technical assistance and capacity building. It does not grant France access to Nigerian taxpayer data, digital systems, or any element of our operational infrastructure. All existing Nigerian laws on data protection, cybersecurity, and sovereignty remain fully applicable and strictly enforced. The NRS, like its predecessor, FIRS, places the highest premium on national security and maintains rigorous standards for the protection of all taxpayer information. Similar MoUs are signed by tax administrations around the world to promote collaboration, knowledge exchange, and the adoption of global best practices. The DGFiP is among the world’s most advanced tax authorities, with over a century of institutional experience and deep expertise in digital transformation, taxpayer services, governance, and public finance. This partnership simply enables Nigeria to learn from that experience. It is advisory, non-intrusive, and entirely under Nigeria’s control. Contrary to misconceptions, the MoU does not displace local technology providers. FIRS and the emerging Nigeria Revenue Service (NRS) continue to work closely with Nigerian innovators such as NIBSS, Interswitch, PayStack, and Flutterwave. The MoU does not include the provision of technical services; it is limited to knowledge sharing, institutional strengthening, workforce development, policy support, and best-practice guidance. We welcome robust public engagement on tax reforms, but such conversations must reflect the actual content and purpose of the agreement. Rather than undermining Nigeria’s sovereignty, this MoU strengthens it by helping to build a modern, capable, globally competitive tax administration one firmly in command of its systems, data, and strategic direction. DECLARATION OF NATIONWIDE SECURITY EMERGENCY & RECRUITMENT OF ADDITIONAL ARMY AND POLICE PERSONNEL Fellow Nigerians, Today, in view of the emerging security situation, I have decided to declare a nationwide security emergency and order additional recruitment into the Armed Forces. By this declaration, the police and the army are authorised to recruit more personnel. The police will recruit an additional 20,000 officers, bringing the total to 50,000. Although I had previously approved the nationwide upgrade of police training facilities, the police authorities are, by this statement, authorised to use various National Youth Service Corps camps as training depots. The officers being withdrawn from VIP guard duties should undergo crash training to debrief them and deliver more efficient police services when deployed to security-challenged areas of the country. The DSS also has my authority to immediately deploy all the forest guards already trained to flush out the terrorists and bandits lurking in our forests. The agency also has my directive to recruit more men to man the forests. There will be no more hiding places for agents of evil. My fellow Nigerians, this is a national emergency, and we are responding by deploying more boots on the ground, especially in security-challenged areas. The times require all hands on deck. As Nigerians, we should all get involved in securing our nation. Let me take this moment to commend our security agencies for working together to secure the release of the 24 schoolgirls in Kebbi and the 38 worshippers in Kwara State. We will continue to sustain the efforts to rescue the remaining students of Catholic School in Niger State and other Nigerians still being held hostage. To the leadership and rank and file of our Armed Forces, I commend your courage and your sacrifice. This is a challenging moment for our nation and for the military institution itself. I charge you to remain resolute, to restore peace across all theatres of operation, and to uphold the highest standards of discipline and integrity. There must be no compromise, no collusion, and no negligence. The Nigerian people are counting on you, and this administration will provide the support you need to succeed. 1/2
