🚨WASHINGTON, D.C. – May 4, 2026 - Today, a coalition of 26 major organizations announced the submission of a joint letter to Congressional leadership, including Speaker Mike Johnson, House Minority Leader Hakeem Jefferies, Senate Majority Leader John Thune, and Senate Minority Leader Chuck Schumer, urging them to adopt the DETERRENT Act (H.R. 1048 and S. 1296) during this 119th Congress. The DETERRENT Act, which passed the House with bipartisan support (241–169) in March 2025 and is now under consideration in the Senate, strengthens Section 117 reporting requirements for foreign donations and contracts to institutions of higher education. The legislation is designed to close longstanding gaps in oversight and ensure that foreign influence in American academia is fully disclosed and subject to accountability. Dr. Charles Asher Small, Founder and Executive Director of the Institute for the Study of Global Antisemitism and Policy (ISGAP), said: “ISGAP’s Follow the Money Project has uncovered systematic efforts to circumvent existing transparency requirements under Section 117 of the Higher Education Act. We found that universities have chronically underreported or entirely omitted foreign gifts and contracts from mandatory federal disclosures. It’s paramount that we adopt the DETERRENT Act to enforce the law and safeguard our institutions. The time for voluntary compliance has passed. We urge Congress to act decisively to ensure transparency, accountability, and the protection of American academic institutions - from foreign influence and from efforts that undermine Western and liberal values while advancing extremist narratives.” Section 117 of the Higher Education Act of 1965 requires institutions receiving federal funding to disclose foreign gifts and contracts to the U.S. Department of Education. These disclosures are intended to provide transparency into the scale and sources of foreign funding shaping American higher education. However, recent findings indicate that billions of dollars in foreign funding, particularly from non-democratic states, have gone unreported or underreported, undermining both public transparency and national security safeguards.

NEW YORK – April 29, 2026 – The Institute for the Study of Global Antisemitism and Policy (@ISGAP ) today called for an immediate investigation into potential Qatari efforts to influence the Office of the Prosecutor at the International Criminal Court (ICC), following new reporting in The Wall Street Journal raising allegations of direct state-linked engagement with ICC Prosecutor Karim Khan. According to the report, a witness statement submitted to U.S. authorities alleges that Qatari actors may have offered support to Prosecutor Khan in connection with decisions related to arrest warrants concerning Israeli leadership. While these claims remain unverified, ISGAP emphasized that their seriousness—combined with a broader pattern of documented diplomatic activity—requires urgent and independent scrutiny. The allegations build on findings from ISGAP’s 2024 report, South Africa, Iran, and Qatar: The Hijacking of the ANC and the International Court of Justice, which identified sustained Qatari engagement with international legal institutions during a period of coordinated legal action against Israel. The report documents a November 2, 2023 meeting between Qatar’s ambassador to the Netherlands and ICC Prosecutor Karim Khan, followed by additional high-level engagements with ICC leadership on related issues. ISGAP’s research further found that these diplomatic contacts occurred alongside South Africa’s accelerated legal initiatives against Israel at international courts, including announcements made during President Ramaphosa’s state visit to Qatar regarding pursuing legal action. Dr. Charles Asher Small, Executive Director of ISGAP, said: “The integrity of international legal institutions depends on their independence from political and financial influence. The emerging allegations regarding Qatari engagement with the ICC Prosecutor’s Office, when viewed alongside documented diplomatic coordination and prior patterns of influence, raise serious questions that cannot be ignored. A transparent and credible investigation is essential to safeguard the legitimacy of international justice mechanisms.” ISGAP is calling on relevant authorities, including U.S. and European institutions, as well as ICC oversight bodies, to: Initiate an independent investigation into potential foreign state influence on the ICC Prosecutor’s Office. Review all communications and engagements between Qatari officials and ICC personnel during the relevant period.

🚨The University of Washington has been notified by the U.S. Department of Justice that it is conducting a compliance review. The university will cooperate with the review and provide information and responses,” a UW spokesperson told JNS. 🚨A recent report has confirmed what we’ve all been noticing. 🙏🏼Follow @ISGAP to stay up to date! Violent antisemitic attacks in 2025 killed the highest number of Jews in 30 years according to a new annual report collecting incidents around the world. According to the report from Tel Aviv University, the total number of antisemitic incidents in every Western country remained significantly higher than in 2022, the year before the Gaza war began. Last year saw a US-brokered ceasefire take effect in October that attempted to end two years of war in Gaza, while a 12-day war also erupted between Israel and Iran in june. In New York and the United Kingdom, the report found that the end of the Gaza war was counter-intuitively followed by an increase in the number of antisemitic incidents. In the UK, where two people were killed in a car ramming and stabbing attack on the holiest day of the Jewish year, the total number of antisemitic incidents increased from 3,556 in 2024 to 3,700 one year later. High levels of antisemitism have become a normalized feature in societies with large Jewish minorities,” the report’s authors wrote. In France, which has the third-highest Jewish population in the world behind Israel and the US, the total number of incidents fell slightly, from 1,570 in 2024 to 1,320 the following year. But the report found that incidents involving physical violence rose over the same period, from 106 to 126. Germany, which treats the issue of antisemitism very seriously because of its Nazi past, saw a decrease in the number of incidents - 5,729 in 2025 compared to 6,560 the previous year. But both figures are a dramatic increase over the number of antisemitic incidents before the start of the Gaza war. In 2022, Germany experienced a far lower amount - 2,811 incidents. 🚨YET ANOTHER US UNIVERSITY FOUND TO BE INVOLVED IN ISLAMIST NETWORKS What started as a university initiative to strengthen global charity networks is now under serious scrutiny. At Indiana University, a philanthropy program trained and partnered with an overseas nonprofit—later designated by the U.S. Treasury as a sham charity linked to Hamas. An estimated $100 Billion of undocumented money has entered the United States from the Muslim Brotherhood over the last 20 years. Much of that to Universities, who have inculcated the minds of students who are now working in our media, our institutions, corporations, and our governments. Banning the Muslim Brotherhood is the first step... rooting out their ideas and ideological influence from Western society is going to be the next huge task.
