But these deals are always about risks, it might be a waste like you say (new engine needed)

Many other african cities are doing the same. Stop this nonsense of thinking calling apartments concentration camps is WOKE or Smart. Its called Urban development. Everyone wants to live in the city, as you probably are yourself. Land is fast running out. Services are needed. Densified developments respond to both issues.
